A couple of minor tweaks.
If you want to set a zero default match fee for staff and/or for BUG stages, previously the software would ignore a zero value.
Now you can tell it to use the zero.
For some reason, in one match I wanted to be able to selectively shut off the "register shooter in highest classification of another division" behavior for club matches.
So now I can.
